Admittedly, IE is the worst browser available, and they simply ignore the rules. IE8 and IE9 are better, but they're not up to par. On many of the sites I create, IE is still the top browser, far and away... One site has 57% using IE, 17% using Safari, and 15% using Firefox. Another has 38% using IE and 37% using Firefox. I always design for IE7 first, then make the adjustments for Firefox. If possible, I'll make the site work in IE6, too. If your site breaks in IE, visitors will look for another site with similar info before they download a new browser. My guess is my newest site which is compatible with both browsers is closer to the new numbers of nearly equal amounts of users with IE and Firefox. The other site is much older and may be catching all the IE users who have become loyal because the site doesn't break in their browser.
